Yup, those specific monies may not be available, but they can be leveraged and thereby retrieved, thus making them available - just not in the "purest sense of the word".

I'd call it a leverageable asset. Just like a house, a car, a CD, a ten-year Treasury, etc., etc.
Man....you guys make it hard to stay in lurk mode. I'll try harder, or just stop.
