Opty is correct. From a grammatical standpoint you need to read this as:

7.6 Public Announcements. From the date hereof until the earlier of the Termination Date or the termination of the Commercialization Agreement, TPL and Patriot agree to consult with each other before (a), (b), or (c), and, except as may be required by Applicable Law, will not issue any such press release or public statement without the prior consent of the other party hereto.

This has to do with "Public Announcements". (c) "SEC Filings", is not mentioned at the end specifically like PR's and Public statementes, because legally, these are ALREADY legally required. PR's and Public Statements are not all legally required, and are typically discretionary.
