How you count mergers and acquisitions that occur after licensing may be a reason for the different counts that are showing up. Depending on the license terms, an unlicensed company acquired by a licensed company may be covered by the license at no additional cost. Would you count these acquired companies in the total of “licensed companies”? If you are trying to show that many companies are already licensed you’d count the acquired ones even if they are very small.
