I would suggest he thinks it is undervalued as he expected it higher and was surprised by the retreat. Then he says "sell" based on no solid reasoning other than a fluctuation. Sounds like he's preaching buy high sell low???? Rather back asswards if you ask me?

It's also a way of saying something's changed without committing oneself as to exactly what one meant, yet casting a suspicious cloud none the less. It is open to interpretation such that later he can't be nailed down for exactly what he meant at that time. He or someone is certainly looking to "hedge their bets".
