This is as much of a consolidation as one could ever expect. If it were otherwise, Noront would NOT bother.
Yes, PRB gets to access the Technical Staff and their Resources to assist in placing the Drill. This is a smart move for PRB seeing as they will also save millions in that Technical Skill alone. But PRB also gets less expensive access to the rather small but still potentially very minerally valuable claims via Noront's Camp and Drilling and associated equipment. All very cost saving to PRB.
Otherwise, if push came to shove, the Mine would still go ahead with out PRB's Claims and could be ignored for up to 100 years, if need be, EVEN if PRB proved plenty of Mineral Value on those relatively small chunks of Claims tomorrow. Why? Cause they are too small to mine independently unless they were 50% PMGs Total Rock Mass!
With 50% Noront can offer them in any Deal to raise cash for Development, with or with out any Minerals being found on them. And thus, it is a no loose for PRB and a Win for Noront.
Virtually the same donditions hold for FNC, though FNC does have rather larger Claim Blocks all in one package and are likely to have some Cr if not Ni on those claims. Bu, as with PRB, FNC will need to spend considerable new cash to find out what their Claim Blocks potential is. and they too can do more for less cost with assistance from Noront.
