IMHO the NOT sp is being held down and the FWR sp is being propped. Why? to make the FWR retail worry they will lose money on the 4-1 exchange so instead they sell the shares on the market and a NOT supported buyers scoop them up to tender. NOT seems pretty sure of themselves right now and there has to be a behind the scenes reason.
