I think you have fallen into a false assumption.
Just consider where would Noront's share price be without a preliminary 43-101.
How could you complete drilling Eagle's Nest without funding and to get it how do you get funding without an asset to back it up.
A N.I. 43-101 provides a security blanket to a financier. If there is no security first and formost your share price is a fraction of what it is with it.
Second, without security the interest rate that any loan is granted goes up sharply. Just compare a mortgage loan, which has real estate as security, to a personal loan which usually has none.
Just try to complete drilling a resource without a 43-101. It is rarely if ever done because it is impractical and often impossible.
As for solidarity, how many would sell all or at least most of their holds for $6 right now. Day traders would and some funds if they saw a price rise to that level but did not know the reason for the rise. As in FWR's case when the price rose to about 30 cents after being in the low 20 cent range just before the offers were announced.
If anyone smelled an offer coming Noront's way, I can almost guarante you that hardly anyone would sell below 5$ and as a result the price would almost immediately spike up to a new record high.
Things are not that simple, I'm afraid.
