I think the important issue here is that progress is being made with the native communities. Perhaps this isn't the most cost effective way to proceed, but in the end, if it improves relations with the native groups, it remains a big plus in my books.

The fact that this agreement was reached at a time when other discussions with respect to the ring of fire are currently taking place points to progress.
