Not of samples but for limited production. Winter road is just intermediate usage ( January to mid March? ) until an all season one is built, or rail. Rail is cheaper and the final solution but an all season road may be what would come first because it is more useful to every body and the Ontario government would most likely be paying for most if not all of it. I'm just guessing.
