I suspect that the slurry pipe line will not be built unless absolutely necessary. By that I mean that it would be only of limited usage until the rail line is completed. Why go to the expense of building it just to use it a few years. I am assuming that rail is still cheaper. The pipe could just be used as a bargaining tool and as an alternative should usage of rail fail. All season roads on the other hand will have to be built sooner or later.
