As i said before Cliffs is playing is hand through the back door ,hinting that they will move their ore to wherever there is a major saving , trying to create some unrest in the locals and at the same time serve the government with the prospect of moving their operation if a free ride on taxes and chip electricity is not coming their way.

Of course they have no intention to move and they are only playing the people against the institutions in order to obtain the most favorable terms for their project.

Money is King and they will try anything for their cost saving measures.
