I don't know much about KWG but do they have any large Chinese shareholders like Noront? The other puzzling thing is that Baosteel didn't put up any money for the Cliffs purchase. If the Chinese were so interested in the chromite why would they not have done so? Maybe I've just answered my own question, maybe they have no real interest in the chromite at the moment and are waiting to see if a railroad can even be built, then if that happens they will make a move on Noront to acquire the chromite.
