Stop all work, lay off all of Noront except those that keep the lights on and claims active, leave a message that if and when the FNs can come to an agreement, to leave a message on the answering machine. Wynne needs to pull all support that is not treaty, stop all remote welfare increases and let the FN have their "way of life"
