I don't read section 2.6 the way you did, though. I believe the reg just says that the issuer (POET) needs to make this notice filing at least ten days before the issue can use the prospectus. The notice can be withdrawn at any time. So, I don't think we can be sure when this prospectus may hit. However, my sense is that it shouldn't be too long after the 10 day notice period expires.
