Yes, Babaoriley, that's the way I read it, too. The issuer (POET Technologies) first has to file a note saying he wants to file a short form prospectus, second has to wait at least 10 business days, and third files the short form prospectus.
POET filed the note yesterday (2015-07-31), which means the short form prospectus can be filed on 2015-08-14 or later. I added entries for both dates to the POET Technologies Timeline.
I believe they intentionally filed the note at the latest day possible, so I am expecting the short form prospectus to be filed on Friday, 2015-08-14.
If Stephane Gagnon is to receive his bonus, the $10 million PP would have to be completed by the same day. So there could be an announcement of the PP next week followed by another announcement stating the successful completion of the PP some days later.
