Since you do not understand the term " Devisen Inlaender/Auslaender, I have to assume that you are not german speaking. French, maybe ? Euro Banks make a difference between clients who are residents, non resident citizens, foreigners, having in mind their foreign currency dealings as far as their tax man or money source is concerned. For example if cedartree wants to open an account in Europe ( and shows a lot of realised profit ), there will be for sure a foreign withholding tax. As there is, officially and theoretical, in Canada. Here it is 15 %.
Internet Banking/Trading is fine, but you still have to have an account and money in it to trade. European Banks will oblige, open an account ( after DD ) and than treat you as a " paying " foreigner, when the funds are in their account.
