Lay..

If Joe Blow buys 10 zillion shares at .10 ..and 8 years later wants to sell them in small lots at .63 ,...he can sell them all day long for a year if he wants too,.IT is dumb..but not illegal.

It is hard to prove manipulation..what they have to find out is the motive..then whack the perp in the pee pee...but it is still not illegal..
