Typical attorney BS where his company is probably liable in many patent infringement cases therefore obviously he is lobbying to limit the liablity. The real issue is that companies should not take short cuts and steal intellectual property that is patented. They would not have to pay if they didnt cheat. If they cheat and steal they should in fact pay thru the nose with triple damages !!!!!!!!!!. Some of the products that are reffered to could not have been created without the infringed patented technology as a result the value of that infringed upon tech has to be more than just a small component as with out it the created product would not function. Triple damages go go go
Intel's top patent attorney urged a Senate panel Monday to crack down on "trolls" who manipulate the patent system for large profits. The problem, according to David Simon, is greatly exacerbated by the very large number of patents in the software and computer industry.
"Their leverage is the threat of obtaining monetary damages that are disproportionately large, or of obtaining triple damages where there has been no evidence of conduct warranting a punitive measure of damages," Simon told the Subcommittee on Internet and Intellectual Property.
