I don't understand the comment about "free of Taxation"

Purchasing items on the internet are taxed if the state you reside in has a brick and mortor store of the manufacturer you are buying from.

Also the seller of all products are taxed in accordance with the IRS regulations, assuming they made a profit..

Please explain.......
