Presumably folks not currently owning the stock but see the potential for it to go through the roof once they understand the upcoming impact on the book value per share ... plus the discounted future cash flows once this project gets off the ground and unit sales begin to grow. Also, once it's no longer a penny stock, most of the major brokerage houses will be free to recommend this stock. Of course, no guarantees but still ...
