TECK took the 75%, thus TECK thinks there is value in SC. Another major may think so as well, and may just take out the remaining 25% now at the current price (what ever it may be, ask EE?) and will not mind waiting for TECK to kick start the project when ever. If TECK can wait so can big boys like GlencoreXstrata, or any other major, after they get the 25% at a good price. Majors plan for the future, they try buying at bargain.
