Thanks for the response. That does clear up a lot of the confusion I had on this topic. Your earlier post also did state that it wasn't Salazar but in fact Liard that had the 4 year clause. I noticed that part as I pasted it into the message.

I was dead wrong about the protections being part of the Salazar, and stand corrected.

Am I right to assume that whomever holds the majority of the Liard chooses whether or not to implement the 4 year clause?
