GW, he could also mean by "reversing the grant" was the letting of the concessions expire and not re-granting them.

But yes it looks like he was definitely stringing them along. Are they doing that to KRY its hard to say. Do you believe KRY when they say the contract is still in good standing? Why not yank it long ago KRY doesn't own the concession.
