Stu...I'm not the person to give stock advice. Dry powder seems to have been a good thing in the past (pick a low number and see if it fills). Even if they issue the PR today, you could probably wait for a pullback and buy some higher before the permit announcement\closing. Personally....I've ALWAYS paid too much for this stock. Hence...the bad attitude.
