I agree 100% RR. For KRY, at this point, to blame the holdup on Venezuela contradicts the facts as presented to us on June 6th. Any change to the facts as previously presented would warrant a PR.

If I was China....knowing who I was dealing with...I would want the Permit in hand before proceeding....but that is not how we were publically told this deal would go down.
