To the best of my knowledge the panel doesn't negotiate a figure between what each party has put forward. I believe the panel decides who is more accurate to the true valuation. Kind of a either or choice.

This is why I was wondering about how GRZ valued themselves since the figure is quite a bit lower. Is this the figure GRZ put forth? Is this the figure VZ put forth? Was it an either or choice? Was their valuation correct and they lost out on other parts of the case?

I have no intention of debating the projects value. That is what the companies do to present to the panel. My hope is that KRY is closer to the truth than VZ.
