First question - I have no clue, except that some more info released this week points more to the Cubans being involved (though the source is IMO questionable).

Second question - Stealth (vehicle shape and use of composite materials) came from brilliant minds here on earth (e.g., Kelly Johnson).  However, I believe it is now known that both the SR-71 (~1960) and the F-117 Stealth Fighter (~1980) were both developed at Area 51.

Third question - I believe PRs can be released upon execution of settlements.  Everything else, i.e., submittals to court and PACERs, would just be formalities at that point IMO.  There is no way the Judge is going to reject a settlement IMO.  And I believe such PRs would be released during non-trading hours, or in conjunction with a PTSC trading halt.
