I'm pretty sure you know the answer and that might be a rhetorical question on your part, but I think that's an excellent question to revisit.  I wasn't part of the Agoracom board back in those days, but would love to see the progression on those 2 signings if anyone still has that data.  I'm assuming the PR's were issued first, but can anyone here post the actual time/dates of the PR's and Pacer docs (both for the "PROPOSED" motions, and the signed orders)?
