TPL has an "office" (one rented room, per D Leckrone at the Feb 2012 SHAM) which they call "European Headquarters" and a Senior VP in England who is listed as the/an owner of the residential property wherein said room is located..

A Senior VP, who has a long-term association with DL, might well have inside information regarding the ITC plans.

Despite TPL and its affiliates being the sole source of income for PTSC, via PDS, none of their staff, employees, families etc are declared as "insiders" for SEC purposes.

Whether there is any relationship between the above is unknown to me.
