Herb, NOT has the gravel inherent in it's own lands. What it lacks is staked pathways on the best routes for rail/road to the South and North.

NOT indeed has a large resource, one that will stand alone, one that may end up smaller than FWR's one? It all depends on what more they find as they go along the ring. Lots of their land is not yet explored.
