Been reading a few of these posts and these things stand out to me.

May I tell you that there will not be any road (N/S or what ever) with chromite trucks travelling back and forth.

You are confusing construction with responsibility. Road transportation is a provincial responsibility. As for construction then Yes it is always by private companies. Only major road that I know of that was from the start private is 407 by-passing Toronto and now there has been static about making it public.

"Mr Coutts doesn't want railway" How could you come up with that notion?
Railway is the best tried and true method to date for moving all things in or out of the Ring. Noront is very much in favour of that.
Where the confusion arises is in what Goodheart said:
"One year to build the road, three years to build a rail."
And that is just for building but to get to that building stage even more time will pass. While road construction could have been started at least two years ago. So Noront is pushing for road due to earlier start and to satisfy initial demands of the native communities. Without a road most of what the natives want can not happen and without them being at least partly satisfied no progress will happen on any front.
