It is very unlikely to happen.

Been there with at least two groups who tried, one even seriously voted to have it implemented. But that was mostly by individual investors. Funds, brokerages and whom ever with large chunks invested were largely against or did not care and a majority of votes never happened.
Same goes for earlier tries on forums such as this, not enough individuals got on board when things were being organized.
Personally I am for 'Pay per Performance' or 'P cubed'. Ed.
