Essentially they updated the "Management" slide only, and that's it. Okay, Aves and Psycho9778, I wouldn't rule out completely that they had a reason to not update the MS 8 status, but I highly doubt it. They could/should have updated so much more, e.g. many dates associated with the milestones on page 23.
They could/should have updated page 19 ("Monetization") to reflecting that they had chosen to go the licensing path, but didn't. They could/should have mentioned the term "PDK" somewhere in the presentation, but didn't. They could/should have mentioned their Synopsys and "3rd-party foundry" collaborations, but didn't. Probably they could/should have updated a couple of more items, but didn't. Not to speak about the visual appearance of that presentation!
I believe since they don't need the Corporate Presentation to impress investors or customers and since they don't have much time for this stuff, they are from time to time just updating the bare minimum. This interpretation would also go in line with the status change of MS 11, because the completion of the "Full POET TDK Documentation" is indeed very important and would fall into the "bare minimum" category. I'd say MS 11 is more important than reaching the 100 nm target.
Overall, I am assuming a) they are under time pressure, b) the Corporate Presentation is not more than an unbeloved stepchild, and c) they simple don't put much time and effort into it. At least it looks that way. I wouldn't try to read between the lines for any hidden messages.
Everything IMHO, as always.
