I imagined that when PC said they did not want payment just 40 engineers to develop POET that the reward would be Royalties and NRE. Also that any deal would involve exclusivity.for a period at a cost.

What I believe you're suggesting is that they PTI would be dealing with very astute operators and that the possibility of being 'had' could not be eliminated.

I imagine this is where patents should protect PTI but again the power is rather one sided.. So yes one wonders if a deal exists at what cost?  Frightening! but still speculation nevertheless
