It seems more brokerage houses are being careful about the sale of some penny stocks. The "P" company has had this problem with eTrade as you can buy it, but you must call the order in.

I don't have any problem buying EDIG on eTrade, no wait as long as funds are available. However, I can't buy penny stocks on margin. I don't buy any stock on margin, so it is not a problem for me. I like eTrade and Schwab, but I'm sure there are a lot of good discount brokerage houses. IMO, I suggest staying far away from any of the "full service" brokerages.
