The reason they "might" do it is to get this particular case off the books. The speculation is if all are dismissed then there is no completed case. Perhaps then another venue and different defendants.

If the above is true, it may be more valuable to take the loss of "with prejudice" and to not be able to revisit even if there is cause in order to be able to move forward.

Also who knows there could be reason to re-visit these defendants under differing circumstances where the particulars of settling these cases do not apply.
