Twilight, The other thing to consider is that, if what you suggest were common practice, then no one would bother to explore. If the person sitting atop the resource had the rights to it then no one would explore for any resource, certainly not the person with the surface rights.

There would be no mining industry, no oil discoveries and no resource industry.

There is a reason for these laws and there is a reason why Quebec is considered the number one district for mining exploration of the recognized 72 mining districts in the WORLD.

And our future is in that district.
