That's quite a leading statement, to say that the lag in developing the GNH claims was due to politics. What kind of politics? Federal, Provincial, local, infighting amongst principals?

I see you don't claim to know the details, but what is the broad category? I think this might be worth following up as if it happened before, why can't it happen again?
